Ang Poblacion I ay natatag sa bisa ng Resolusyon Blg. 38 noong 1935 sa panahon ng panunungkulan ni Pangulong Manuel L. Quezon, pangulo rin ng Komonwelt ng Pilipinas. Ang Poblacion I ay napapalibutan ng apat na barangay. Ang Poblacion 38 sa Kanluran; Poblacion Bantilan sa Hilaga; Poblacion 39 sa Silangan at Barangay Miswa sa Timog.
